Requirements For Selling Your Home/Smoke Detector Inspections


REQUIREMENTS FOR SMOKE DETECTOR INSPECTIONS
**EFFECTIVE MARCH 1, 2006**

Pursuant to newly adopted Township regulations, our Smoke Detector fee schedule has changed.
75-23. Residential Smoke Detection Systems

Smoke detectors for one and two family dwellings; carbon monoxide detectors.
R-3 and R-4 dwellings shall be installed in accordance with N.J.A.C. 5:70-4.19.

Inspection fee schedule shall be in accordance with N.J.A.C. 2.9(d):

(a) The application fee for a certificate of smoke detector and carbon monoxide alarm compliance (CSDCMAC), as required by N.J.A.C. 5:70-2.3, shall be based upon the amount of time remaining before the change of occupant is excepted, as follows:

1. Requests for a CSDCMAC received more 11 or more business days prior to the change of occupant $35.00;
2. Requests for a CSDCMAC received four to 10 business days prior to the change of occupant $70.00;
3. Requests for a CSDCMAC received three business days or less prior to the change of occupant $ 100.00;
4. A fee of $35.00 shall be assessed for the second required re-inspection or greater. There shall be no additional fee charged for the first reinspections.

(b) Apartment units not owner occupied shall be inspected prior to be occupied by every new tenant. The same fee as specified in (a) above shall be utilized for apartment inspections.
This fee must be paid prior to scheduling an inspection. Payment may be made in cash, by personal check, or by realty company check. Payment can be made in person at:

2. If the fee has been paid by mail, wait at least three days and call (856) 983-2750 in order to schedule an appointment. Inspections are performed on Tuesdays and Thursdays between 9:00 AM and 4:00 PM. All appointments are scheduled within a one-hour time frame.

REQUIREMENTS:

THE HOUSE NUMBER MUST BE PERMANENTLY AFFIXED TO THE DWELLING AND VISIBLE FROM THE STREET.

INSPECTION CERTIFICATES ARE GOOD FOR SIXTY (60) DAYS FROM DATE OF INSPECTION.

THE FOLLOWING GUIDELINES WILL BE FOLLOWED:

1. The realtor/seller is responsible for contacting the Fire Department at (856) 983-2750 to schedule an inspection.
2. All appointments will be scheduled within the one-hour time frame.
3. Due to workload volume, it is impossible for us to take special instructions.


REQUIREMENTS FOR INSTALLATION OF FIRE EXTINGUISHERS
WITH CHANGE OF OCCUPANCY

Beginning November 1, 2005, legislation requires that fire extinguishers are to be provided at change of occupancy (resale) for R-3 and R-4, one-and-two-family dwellings.

Applications for CSDCMAC (Certificate of Smoke Detection Carbon Monoxide Alarm Certificate) that were dated prior to November 1, 2005, will not be required to provide fire extinguishers at time of resale.

New fire extinguishers are not required to be serviced and tagged by a company certified by the Division of Fire Safety. However, proof of purchase or receipt must be provided.

The requirements for the type and placement of extinguisher are as follows:

C.52:27D-198.1 Residential structures to have portable fire extinguishers.

Each structure, other than a seasonal rental unit, shall also be equipped with at least one portable fire extinguisher in conformance with rules and regulations promulgated by the Commissioner of Community Affairs pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.). For the purposes of this section, "portable fire extinguisher" means an operable portable device, carried and operated by hand, containing an extinguishing agent that can be expelled under pressure for the purpose of suppressing or extinguishing fire, and which is: (1) rated for residential use consisting of an ABC type; (2) no larger than a 10 pound rated extinguisher; and (3) mounted within 10 feet of the kitchen area, unless otherwise permitted by the enforcing agency. "Seasonal rental unit" means a dwelling unit rented for a term of not more than 125 consecutive days for residential purposes by a person having a permanent residence elsewhere, but shall not include use or rental of living quarters by migrant, temporary or seasonal workers in connection with any work or place where work is being performed.

In Summary:

1. At least one portable fire extinguisher shall be installed in all one-and-two family detached dwellings upon change of occupancy;
2. The extinguisher shall be listed, labeled, charged and operable;
3. The size shall be no smaller than 1A:10B:C and no larger than 10 lbs;
4. Must use appropriate hardware or brackets provided by the manufacturer;
5. Installed within 10 feet of the kitchen area;
6. Located with the top of the extinguisher between 3’ to 5’ above the floor”
7. Extinguisher must be in a readily accessible spot, free from blocking by furniture, storage, equipment and other items;
8. Near a room exit or travel way that provides an escape route to the exterior;
9. Accompanied by an owner’s manual or written information regarding the operation, inspection, and maintenance of the extinguisher; and
10. Installed so that the operation instructions shall be clearly visible.


CARBON MONOXIDE DETECTOR REGULATIONS

Effective April 7, 2003, the New Jersey State Department of Community Affairs adopted regulations that provide for the installation of Carbon Monoxide alarms in one and two-family homes. Under the requirements of the new regulation, CO alarms are required to be provided in the immediate vicinity of all sleeping rooms in buildings of Use Group I-1, R-1, R-2, R-3. R-4 or R-5 that contain fuel-burning appliances or have attached garages. Open parking structures, as defined by the New Jersey Building Subcode, are not considered attached garages.

Under the regulations, CO alarms are required to be manufactured, listed, and labeled in accordance with UL 2034 entitled "Single- and Multiple-Station Carbon Monoxide Alarms." The alarms may be battery-operated, hard wired or plug in type, and shall be listed and labeled in accordance with UL-2034 and shall be installed with the requirements of the section, and NFPA-720.

For installations in the immediate vicinity of sleeping rooms, the alarm notification appliance is required to be clearly audible in all bedrooms over background noise levels, and with all intervening doors closed. The devices shall have a minimum rating of 85 dBA at 10 feet.


IF YOUR CARBON MONOXIDE DETECTOR ALARM ACTIVATES:

Gather all family members together in a predetermined meeting place and check to be sure everyone is present.

Call 9-1-1. Leave the building immediately. Do not re-enter until responders say it is safe to do so.

Carbon monoxide is a product of incomplete combustion. Carbon monoxide is invisible. There will be no smoke or haze to betray its presence. Carbon monoxide is odorless. Carbon monoxide is deadly.
